Gender equality in Montenegro still largely depends on the place where women live

Our research, “From Numbers to Policy: The Gender Profile of Municipalities in Montenegro,” shows that women in smaller and less developed municipalities have fewer opportunities for education, employment, economic independence, and access to public services, while migration, economic inactivity, and property insecurity are particularly pronounced in the northern part of the country.

 

Women are more likely to leave smaller communities due to education and family-related reasons, but they also remain exposed to a higher risk of poverty, especially single mothers and women employed in lower-paid sectors.

 

There is a high degree of correlation between an active female workforce and the development of municipalities. As a rule, the most developed municipalities are those where women’s participation in the labor market is the highest. Conversely, municipalities in which more than 7️⃣0️⃣ or 8️⃣0️⃣ percent of women are unemployed or homemakers are among the least developed in Montenegro.

 

It is the responsibility of central authorities to ensure that policies are based on evidence, not on general assumptions!
